In the mid 1880’s, local businessman Charles O. Perrine galvanized efforts at establishing a large, better-maintained cemetery in Riverside.
After a slow start, Perrine’s plan to use 75 acres he owned near Pachappa Hill was given a significant boost following a June 1887 editorial in the Riverside Daily Press.
